II. Scope of Bidding, Bidding Content, and Bidding Requirements:

According to the relevant documents of the Soil and Water Conservation Center, the total amount of earth and stone excavation and filling in the mining area has increased by more than 30%. According to the "Management Measures for Soil and Water Conservation Plans for Production and Construction Projects" (issued by the Ministry of Water Resources on January 17, 2023, Order No. 53), and the "Notice on Issuing the ", (Office Water Conservation (2016) No. 65), it is required to change the soil and water conservation plan and submit it to the relevant approval department for approval. Therefore, it is necessary to design a change in the soil and water conservation plan for Datu River Coal Industry.

III. Qualification Requirements for Bidders:

1. Bidders must have the right to independently conclude contracts and independent legal person qualifications, possess the ability and relevant qualifications to undertake this project, and meet the qualification conditions stipulated by the state;

2. BiddersFamiliar with soil and water conservation and relevant industry laws and policies, able to proficiently apply soil and water conservation and other technical standards to carry out soil and water conservation surveys, planning, design, etc. for production and construction projects, and the soil and water conservation plans prepared meet the practical needs of soil and water conservation work for production and construction projects, andhave good social credibility and the ability to perform contracts;

3. Bidders must have performance in similar projects in the past three years;

4. Bidders must have a legal labor relationship with the entrusted party, based on the provided written labor contract.

4. Bidders must provide proof of paying social insurance for the entrusted party for more than 6 months, based on the provided proof materials.

IV. Registration Method and Required Materials for Bidders:

1,Basic Documents:Business license of the enterprise legal person (three certificates in one), basic account opening permit (The above documents must provide scanned copies of the originals.) and the qualification certificates required for bidding registration for this project;

2,Power of Attorney from the Legal Representative(Must reflect the information of the legal person and the authorized person, the authority of the authorized person, and indicate the project name and bidding number, with the handwritten signatures of the legal person and the authorized person, etc.),Scanned files of the original ID card of the legal representative and the authorized person (Friendly Reminder: Please clearly indicate the Applications of the documents on the scanned copies.)

3,Achievements:Proof documents of the bidder's performance in similar projects in the past three years (Based on complete contracts and invoices, at least one must be provided during registration.)

4,Labor Proof:Bidders must provide the labor contract of the entrusted party and proof of paying social insurance for more than 6 months, based on the provided payment proof materials.

5.Video:Bidders must provide a video of the factory appearance and the legal representative's authorization (1. Mobile shooting, starting from the gate, clearly showing the company name, no promotional videos; 2. Front shot of the legal person reading the power of attorney).

V. Registration Process and Instructions:

Process:Send the registration qualification documents to the reviewer's email as required → The bidder reviews the materials → The bidder notifies the bidder to pay the bidding fee by phone/email → Registration successful.

Instructions:After the bidder provides the registration materials, they can notify the bidder by phone. The bidder will conduct a preliminary review, and after successful review, will notify the bidder by phone/email to proceed with the next steps. During this period, the bidder does not need to call frequently.
