On the morning of April 30, a public‑interest lecture titled “Law Enters Private Enterprises,” jointly hosted by the Lüliang Municipal Justice Bureau and the Federation of Industry and Commerce, was successfully held at our company. The event was organized by the Company’s Administrative Affairs Department, with employees from various departments attending in person and some participants tuning in simultaneously via the “Lüliang Justice” live‑streaming platform.
The lecture featured a special presentation by Attorney Huo Yonghong, a member of the Shanxi Provincial Government’s Legal Expert Panel. Attorney Huo provided an in-depth analysis of the Law of the People’s Republic of China on Promoting the Private Economy, which came into effect on May 20, 2025. He focused on provisions governing business operations, high‑risk areas prone to criminal liability, and the “five major red lines” of criminal compliance, emphasizing that enterprises must remain highly vigilant about criminal legal risks in such areas as company establishment, investment and financing, and financial management, and resolutely refrain from bribery, fraud, and financial statement manipulation.
In addition, the lecture conveyed General Secretary Xi Jinping’s important instructions on private entrepreneurs—emphasizing the need for integrity and law-abiding operations, sound governance structures, and fulfillment of social responsibilities—and outlined key measures to optimize the business environment for the private sector, including the national unified negative list system for market access and mechanisms for government–enterprise communication.
Through this lecture, our company has come to a profound understanding that, as the rule-of-law‑based business environment continues to improve, compliant operations have become the fundamental prerequisite for corporate survival and sustainable development. Moving forward, we will further refine and strengthen our internal audit and compliance management systems, enhance internal oversight, proactively mitigate criminal risks, and ensure the steady and long-term growth of our enterprise, thereby contributing the strength of the private sector to the construction of a new development paradigm and the cultivation of new‑type productive forces.
