3. Qualification Review Method:Post-qualification review.

4. Qualification Requirements for Bidders:

1. The bidding unit must be registered in the People's Republic of China for three years or more and have general taxpayer qualifications;

2. The bidding unit must have the production capacity for the bidding goods;

3. The bidding unit must have similar product supply and sales performance in the past five years, and no major quality issues have been found during use;

4,The bidding unit should have good commercial reputation,social reputation, and the ability to perform contracts, as well as good after-sale service;

5. Bidders listed as dishonest persons subject to enforcement on the "Credit China" website (http://www.creditchina.gov.cn/) are not allowed to participate in the bidding;

6. Bidders need to provide factory appearance and legal person authorization video;

7. This project does not accept joint bidding.

5. Bidders must provide the following materials when registering and purchasing bidding documents:

1,Company Documents:Business license, basic account opening permit, tax level certificate, and qualification certificates required for implementing the project (Requirements: The above documents must provide original scanned copies or original copies with official seals);

2,Power of Attorney from the Legal Representative(Requirements: Must reflect the information of the legal person and the authorized person, the authority of the authorized person, and indicate the project name, project number, and handwritten signatures of the legal person and the authorized person, etc.);

Original scanned documents of the legal representative's ID card and the authorized person's ID card(Friendly reminder: Please clearly indicate the purpose of the documents on the scanned copies, and the authorized person is the project leader);

3. Requirements for materials from the bidder and the authorized person:

1) The bidding unit has a legal labor relationship with the authorized person (the duration of the labor relationship contract must be longer than the validity period of the bid), based on the provided written labor contract;

2) The bidding unit must provide proof of social insurance payment for the authorized person for the past 6 months;

3) Performance proof: Complete performance proof documents for similar projects of the bidder (a complete performance proof consists of a complete contract and technical agreement, VAT invoices, and acceptance certificates, etc.);
