I. Bidding Conditions

On behalf of Shanxi Zhongjin Hengji Construction Co., Ltd. (hereinafter referred to as the “Tenderer”), we hereby announce that… Electrical Engineering for Zone 1 (Phase IV) of the Lüliang City Commercial Complex Project A domestic open tender has been organized. This project now meets the conditions for tendering and is hereby put out to open tender.

II. Basic Project Information

3. Procurement Method: Open Tendering

4. Project Scale: The Phase IV of Zone 1 of the Lüliang City Commercial Complex is located in the Financial and Commercial Cluster of the New District, bounded by planned green space to the east and south, Xin’an Avenue to the west, and Planned Latitude Road No. 24 to the north. The project covers a total land area of 40,938 m², with a net site area of 35,538 m². It comprises nine high-rise buildings and two low-rise structures, specifically: one 25-story residential tower, two 24-story residential towers, four 26-story residential towers, two 10-story residential towers, one two-story commercial building, and one single-story heat exchange station. The total floor area amounts to 129,000 m², including a basement level with 26,100 m² of underground space and a ground-level area of 102,900 m².

5. Scope of Tender: The scope of this tender covers the electrical installation works as specified in the construction drawings for Zone 1 (Phase IV) of the Lüliang City Commercial Complex Project, including the procurement, installation, commissioning, and acceptance of power distribution systems, low-voltage systems, and fire‑protection piping. The electrical works commence at the connection to the low‑voltage switchgear; the switchgear itself is excluded. Fire‑protection electrical piping is included. On‑site safety and civilized construction shall be carried out in accordance with the general contractor’s arrangements, with active coordination among the civil engineering and finishing teams. Materials handling and secondary transportation must be neatly stacked and organized, with no haphazard placement or storage. Construction site waste shall be promptly removed, and finished works shall be properly protected.

6. The construction contractor shall possess a Grade II or higher qualification in mechanical and electrical installation.

  1. Bidder Qualification Requirements:

1. Bidders must be legally registered within the People’s Republic of China, possess the capacity to independently assume civil liability, and be installation entities holding a valid business license and equipped with the necessary equipment and professional technical capabilities to perform the contract.

2. Bidding entities shall possess a Grade II or higher professional contracting qualification for architectural electromechanical installation engineering.

3. The bidder has demonstrated performance on similar projects over the past five years.

4. The bidder is not listed on the “List of Discredited Persons Subject to Enforcement” on the “Credit China” website (www.creditchina.gov.cn).

5. The bidder shall have a lawful employment relationship with the authorized representative (with the contract term of such employment lasting longer than the construction period), as evidenced by the submitted written employment contract.

6. Bidders shall provide proof of having paid social insurance contributions for the authorized representative for a period of no less than three years, with the submitted documentation serving as the basis for verification.

7. Bidders must submit a video showcasing the company’s premises and facilities, as well as a video of the legal representative’s authorization (shot on a mobile phone, starting at the main entrance and clearly displaying the company name; promotional videos will not be accepted).

8. Bidders shall provide a list of employees for whom the company has paid social insurance contributions for each of the past three years.

9. Consortium bids will not be accepted.

IV. Bidder Registration Procedures and Required Documents:

(1) Registration Method:

Online Registration: Please compress the documents into a single archive file and send it to our email address. (When sending the email, please clearly indicate: Organization Name + Project Name + Tender Number + Contact Person + Contact Phone Number.)  

(2) Required Documents:

1. Basic documents: Business License of the Legal Entity (Three-in-One Certificate), Basic Account Opening Permit ( Original copies of the above documents must be provided as scanned images. ), as well as any other qualification certificates required for this project;

2. Letter of Authorization from the Legal Representative (Information on the legal entity and the authorized representative, as well as the authorized representative’s scope of authority, must be provided; the name of the project being bid for and the tender number must also be specified, along with the handwritten signatures of both the legal entity and the authorized representative.) Scanned copies of the original identity cards of the legal representative and the authorized representative ( Friendly reminder: Please clearly indicate the intended use of the document on the scanned copy. );

3. Performance: Proof of the bidder’s performance in similar projects over the past five years (based on contracts and invoices; only verifiable project cases will be accepted; at least one such document must be provided at the time of registration).

4. Proof of Employment: Bidders shall submit the entrusted party’s labor contract and proof of social insurance contributions for at least the past three years; the submitted payment documentation shall prevail.

5. Video Bidders must submit photographs of the company premises (taken with a mobile phone, starting from the main entrance and clearly showing the company name; promotional videos will not be accepted) and a video of the legal representative’s authorization (in which the legal representative reads aloud the power of attorney).

Note: To save time for both parties, please compile all registration materials in one go and submit them to the tenderer. Thank you!

V. Registration Process and Instructions:

Process: Send the registration qualification documents to the reviewer’s email as required → The tenderer reviews the documents → The tenderer notifies the bidder by phone or email to pay the tender document fee → Registration is successful.

Note: After submitting the registration documents, bidders may notify the procuring entity by telephone. The procuring entity will conduct a preliminary review; upon successful completion, it will inform the bidder—via phone or email—of the next steps. During this period, bidders are not required to make frequent follow-up calls.
