2. Bidding Scope and Requirements:

A total of 3 devices need to be procured this time (Coagulant Automatic Addition Device1 unit, Flocculant Automatic Addition Device 2 units), specific requirements are as follows:

1. Working capacity: Preparation concentration: 0.1%～0.5%, production capacity of 5000L per hour 

2. Voltage level: 380V, 50Hz.

3. Control method: Local control or centralized control.

4. The entire process of reagent addition is completed by the device's own programmable multifunctional control system (based on monitoring water quality parameters such as turbidity, concentration, clarity, and molecular weight of the flocculant (polyacrylamide)), achieving automation of the entire operation process. The automatic dosing system is easy to operate, reliable in performance, and convenient for maintenance, effectively controlling the amount of reagent added.

5. The dry powder storage funnel is made of stainless steel, with a capacity of 150kg. To facilitate dosing and maintenance, the device is equipped with a ladder and railing, and the color is a striking bright yellow.

6. The stirring barrel is made of carbon steel, with a capacity that meets production needs, equipped with an overflow pipe and a drain pipe;

7. The storage barrel is made of carbon steel, with a capacity that meets production needs, equipped with an inspection hole, stainless steel level probe, drain pipe, etc.

8. The stirrer is equipped with a stainless steel shaft and double blades, using a motor-reducer integrated drive, with the original factory color.

9. The dosing pump uses a single screw pump for delivery, equipped with three units, two in use and one spare, with variable frequency speed control.

10. The control cabinet is made of stainless steel; using Siemens PLC, frequency converter, and other control components.

11. The parameters related to reagent preparation concentration, clear water addition amount, dry powder reagent amount, reagent addition amount, and preparation barrel liquid level (monitoring water quality parameters such as turbidity, concentration, clarity) have local display and upload functions to the coal selection plant control system; the stirring motor, dosing pump, and clear water replenishment valve have local and remote control functions; the flocculant automatic addition system's own control system (as a MODBUS TCP server) reserves an Ethernet communication interface, allowing the coal selection plant centralized control system to collect and control equipment-related information through the MODBUS TCP communication protocol, achieving remote monitoring and operation. The manufacturer of the flocculant automatic addition system needs to cooperate with the centralized control system implementer to complete the collection and control requirements of related signals.

3. Qualification Review Method:Post-qualification review.

4. Qualification Requirements for Bidders:

1. The bidding unit must be registered in the People's Republic of China for three years or more and have general taxpayer qualifications;

2. The bidding unit must have the production capacity for the bidding goods;

3. The bidding unit must have supply and sales performance of similar products in the past five years, and no major quality issues have been found during use;

4,The bidding unit should have good commercial reputation,social reputation, and the ability to perform contracts, as well as good after-sale service;

5. Bidding units listed as dishonest persons on the "Credit China" website (http://www.creditchina.gov.cn/) are not allowed to participate in the bidding;

6. Bidders need to provide factory appearance videos and legal person authorization videos;

7. This project does not accept joint bids.

5. Bidders must provide the following materials when registering and purchasing bidding documents:

1,Company Documents:Business license, basic account opening permit, tax level certificate, and qualification certificates required for implementing this project (Requirements: The above documents must provide original scanned copies or original copies with official seals);

2,Power of Attorney from the Legal Representative(Requirements: Must reflect the information of the legal person and the authorized person, the authority of the authorized person, and indicate the project name and project number, with handwritten signatures of the legal person and the authorized person, etc.);

Original scanned documents of the legal representative's ID and the authorized person's ID(Friendly reminder: Please clearly indicate the purpose of the documents on the scanned copies, with the authorized person being the project leader);

3. Requirements for the bidder and the authorized person's materials:

1) The bidding unit has a legal labor relationship with the entrusted person (the duration of the labor relationship contract must be longer than the validity period of the bid), based on the provided written labor contract;

2) The bidding unit must provide proof of social insurance payment for the entrusted person for the past 6 months;

3) Performance proof: Complete performance proof documents for similar projects of the bidder (one complete performance proof consisting of complete contracts and technical agreements, VAT invoices, and acceptance certificates, etc.);

4,Factory appearance videos and legal person authorization videos

1)Shoot the company gate, office area, and factory area (the video must reflect the Company Name and other key information)

2) Legal person authorization video: the legal person must appear on camera and briefly explain the authorization matters.
